Differentiate between ‘Growth’ and ‘Development’.


Both ‘Growth’ and ‘Development’ refer to changes over a period of time. But growth is a value-neutral, quantitative change. Thus, growth could be either positive (increase) or negative (decrease). Development, a qualitative change, is always value positive. Thus, development can take place only when there is an increment or addition to the existing conditions.


Positive growth is not always development. Development occurs where there is a positive change in quality.
