Steps of Construction:


1. Draw a circle of radius 3.5 cm.



2. Draw diameter of circle, and extend it and mark points P and Q, 7 cm from the center.



3. Make perpendicular bisector of OP. Let M be the midpoint of OP.



4. Taking M as center and OM as radius, draw a circle.



5. Let it intersect the given circle at points A and B.



6. Join PA and PB.



7. Similarly, we draw tangent from point Q.



Therefore, PA and PB are tangents from P and QC and QD are the tangents from Q.
