In which situation is there a displacement current but no conduction current?

For displacement current to appear, there needs to be a change in Electric field while conduction current signifies the flow of current.

In a capacitor, there exists an electric field in between the plates (insulated region) of the capacitor. Hence, we have a displacement current but as no charges flow in that region, there is no conduction current.
