What is the difference between the negative and positive conception of liberty?
Negative Liberty:
a. It defines a complete liberty where no external constraints exists.
b. It is not concerned with the conditions of society.
c. It is a minimum area where whatever human does, is not restricted by any external authority.
Example: Freedom of Conscience, Freedom of movement etc.
Positive Liberties:
a. It defines an area where citizens enjoy freedom but with certain constraints by government or any external body.
b. Here the relationship between individual and society is concerned and constraints are kept minimum in order to provide greater opportunity to individuals.
c. It recognises that one can be free only in society and not outside.
Example: Freedom of Speech. It is right guaranteed in constitution but if the right is used as a weapon to malign someone’s character then it becomes a punishable offence.
