When the most successful political club called Jacobin club fell, wealthy section of the society took the control and introduced a new Constitution. According to this constitution, non-propertied sections of society were not allowed to vote. This was for the two elected legislative councils. An executive made up of five members were appointed known as Directory. Their main agenda was to see that power should not concentrate on the hands of the one person like in case of Maximilian Robespierre, leader of Jacobins club.

Sometimes, the members of the Directory clashed with the Legislative council.
