1.Resource rich countries are basically those which are rich in natural resources such as forest, water etc.1.Resource poor countries are those, which have a poor resource base.
2.Eg:India has rich resource base but due to lack of technology most of it is potential 2.Eg. Japan with no resource base but they are rich in technological skills & talents.
