(a) The Congress strongly believed in constitutional means because they hoped that the Britishers would give a positive response to their demands if they followed the constitutional procedures.


(b) In 1890, the British government issued an order to put a ban on government servants attending the sessions of the Indian National Congress. The Congress, however, responded by arousing public opinion against such an unjust policy of the government. Such a situation eventually forced the British government to withdraw its order.


(c)The British Government adopted a policy of ‘Divide and Rule’ win order to create discord among the Indian people. This eventually added to the discontent in the minds of Indians, making the freedom movement more intense.
