Council of Minister is the collective form of all the minister of the government.

Cabinet Ministers are a top-level minister who is mainly behind the major policies of the government; there are about 20 ministers in the cabinet.

Ministers of state are of two types:

1. Minister of State with the independent charge: They are in charge of small ministeries; they participate in the meetings only when they are called.

2. Minister of state: They assists the cabinet ministers.
