What do you mean by foundational challenge in a democracy? What values can help to overcome this challenge? (CBSE 2012, 2013, 2014)

Foundational challenge is faced by a country when it has to transition from a non-democratic government to democracy. For example, Nepal’s popular struggle of 2006 was to overcome this challenge.

Values like mass mobilisation and popular struggles can overcome this problem by the power of the people.
