Why do different categories of persons not have the same notions of development?

Different category person have different aspiration and goals and their idea of development is what is important for them, for example for a farmers, better crop price, irrigation facilities will be more important, for a daily wage labour more wages and work opportunities are important, whereas, for a company better 24 hours availability of electricity will be more important. As different category people have different aspirations, their idea of development is also different.
