SN1 reaction is based on the carbocation intermediate formation.


More stable the carbocation more reactive will be the compound because the compound if reacted with something tends to be stable than before. So more stable the intermediate more reactive it will be.


CH2=CH—CH2C+ is more stable than CH3—CH—CH2C+ because of the resonance effect of the double bond.


Hence CH2=CH—CH2Cl is more reactive towards SN1 reaction.
