Inflate two balloons and rub both of them with a cloth first and then with different material. Will they attract each other in both cases?

A balloon rubbed with woollen cloth repelled another balloon of the same type. Because the charges on the surface of both the balloon is same and we know that like charges repel each other. Hence the balloon repels each other as shown in the figure below.


When the balloon is rubbed with different material than both the balloons will acquire the same charge and they will repel each other.
