Kerala, with lower per capita income, has a better human development ranking than Haryana. Hence, per capita income is not a useful criterion at all and should not be used to compare states. Do you agree? Discuss.

It is true that per capita income is not the only criteria behind human development. Other factors like infant mortality rate, gender equality, literacy rate, etc. are also very important for overall human development. In these factors, Kerala is better than Haryana. However, if we compare in terms of production and income generation, then per capita income is an important criterion.
