Which one of the two is more essential- construction of mega dams or an environmental movement that opposes it and why?

The construction and development of big dams and reservoirs are focussed on the development of the country by improving the infrastructure facilities. But what is required in this hour of accelerated climate change and increased exploitation of natural resources is the emergence of populist movements that oppose the construction of such structures that disrupt the ecological balance. Even though construction of such structures contribute to economic development, this can result in changes in the land use patterns of the region and destruction of habitat to many important species of flora and fauna. This can also result in the destruction of the livelihood of the community. Thus the need of the hour is the emergence of populist movements and struggles that oppose such ecological destruction.
