Q14 of 24 Page 2

‘Democracy is of the people, for the people and by the people’. Explain how the people are rulers in a democracy.

Democracy is a form of government in which the rulers are elected by the people. Rulers elected by the people take all major decisions. The rulers of democracy have to attend to the needs of the people.

Democracy is based on consultation and discussions. A democratic decision always involves many persons, discussions and meeting. So, democracy improves the quality of decision-making.

Democracy admits the principle of political equality. It recognizes that the poor and the least educated have the same status as the rich and the educated. Thus, people are not subjects of a ruler, they are the rulers themselves.
