Give two problems which arose with the new Munro system of fixing revenue.

Thomas Munro introduced a new system similar to permanent settlement in the southern part of British territories. The south didn’t have the system of traditional Zamindars so the revenue should be acquired from the cultivators (ryots) directly who cultivated the land. Before the revenue to be calculated the land was properly surveyed and assessed. Munro was the opinion that “the British should act as paternal father figures protecting the ryots under their charge.”

The two problems which arose with the new Munro system of fixing revenue were as follows:

• The revenue that was fixed was high because of which cultivators left the villages and some were unable to pay the revenue. This led to a large number of people abandoning their villages.

• Moreover, it was expected that Munro system will improve the condition of the peasants but it made their situation worse.
