Explain the system of local government at the urban level in India.

Local government in urban areas takes up the form of municipalities and municipal corporations. Municipalities are setup in towns. Bigger cities have municipal corporations. Both are controlled and formed by elected bodies of people, who are representatives of the citizens themselves.

The political head of the municipality is the chairperson and that of the corporation is the mayor. The urban local government shares constitutional status (along with its rural counterpart) as the third tier of the federal government structure in the country. People elect representatives to function for them in the closet proximity, for addressing issues that are best addressed at the local level.
