Three responsibilities include:

1. Providing proper sanitation by ensuring clean surroundings. It should be responsible for removal and proper disposal of garbage, sewage and other wastes, elimination of breeding places of flies, mosquitoes, etc.

2. Providing safe drinking water in the area.

3. Keeping statistical records of the people in the city. Apart from the records of registration of births and deaths, it should also maintain the information about the health and diseases of the people in their area.
