How can Secularism be understood in its two forms?

Secularism can be understood in two forms - secularism in Indian construct context and secularism in western construct context

In Indian context secularism means –

India is a state recognizing all religions to be equal. It does not favour any particular religion over the others rather it implies equal respect for all religions. The biggest example is that we have public holidays to mark the festivals of all religions.

In western context secularism means –

The state has a particular religion. It refers to separation of Church and state and it means stretching an arm of distance between religion and political authority.
