Why is plastic bag called non-biodegradable while the paper is not?

Plastic bag cannot be broken down by microorganisms. It will remain in the environment for many years. Paper is a biodegradable material is made from other natural products like fruits, plants etc. Hence paper can be degraded naturally by the action of microorganisms in a few months.
