If a particle is accelerating, it is either speeding up or speeding down. Do you agree with this statement?

Acceleration is defined as the rate of change of velocity with respect to time. Changes in velocity may be due to change in direction or magnitude. Therefore, accelerating does not mean that the particle is speeding up or speeding down.
