The poet uses alliteration in two instances –

‘Sore must be the storm’ (stanza 2) and ‘strangest sea’ (stanza 3)


Alliteration in both cases brings out the connections between the descriptive word and the described, heightens the overall effect of the poem and also adds to its rhythm.
