Why is there a need for political institutions?

There is a need for political institutions due to the following reasons:

a) The government is responsible for the security of the citizens and for providing education and health facilities to all.

b) It collects taxes and spends the money raised on administration, defence and development programmes.

c) It formulates and implements several welfare schemes.
