Soviet also known as Council was a group of soldiers and striking workers. They also came to be known as Petrograd Soviet. The group was formed due to the worsening conditions of the people and also to demand bread, wages, better hours and democracy.

After the Soviet was formed, they along with Duma leaders formed a provisional government to run the country.
