How can a large population be converted from a liability to an asset?

Population is a major problem in most of the countries of the world. India is the fastest growing among them. Increase in the population increases the burden on society, but this liability could be turned into an asset:

1. By generating more labour intensive jobs like manufacturing and production sector. These sectors could employ workers.

2. By providing the required skill the population could be made efficient.

3. By providing at least elementary education to the children.
