Undoubtedly human development is complex as for ages; it was thought that the development represents a substantive concept. Once it is attained, it will address all the environmental and social-cultural ills of society. Although development has brought enhancement in the quality of life, more than that, it has enhanced regional disparieis, discrimination, social inequalities, displacement of people, and deprivation.

Regarding the sensitivity and gravity of the problems included, the United Nations Development Programme in its Human Development Report, 1993 attempted to amend some of the implicit prejudices and biases. People’s participation, as well as their security, were the main problems in the Report of 1993. It also focused on progressive democratization and enhancing empowerment of persons.

The civil societies should work to build up opinion for the decrement in the military expenditure. Well-being and peace tend to be main global concerns in a nuclearized world.
