How does Lord Weston 'defuse' the 'infernal machine'?

Lord Weston wanted the ‘infernal machine’ or the package which he got through parcel that morning to submerge in the water to deactivate it as he thought it would contain some explosives. He immersed the parcel in the gardener’s pail of water but the parcel could not go properly under water because the pail was not completely full. He asked Roger to bring more water and he got water from a bowl of daffodils. After pouring the water, the parcel started to flow into it. In order to keep it stable, Weston asked Roger to keep some heavy books onto the parcel.
