In the oil tankers some space is left at while filling them. Why?

This is due to the inertia of motion and inertia of rest. When oil tanker starts to move oil inside tanker continuous to be in rest and hence, oil flow towards backwards or when oil tanker moves oil also moves but as soon as tanker stops oil inside tanker continues to be in a state of motion to prevent overflow of oil some space is left.
