Major changes country witnessed at the time of fourth general election-

(i)It was held in February 1967 in popular discontent and the polarization of political force.

(ii)Two PM had died in quick succession.

(iii)The period was of grave economic crisis resulting in monsoon failure, drought, and food shortage.

(iv) Depletion of foreign exchange reserve.

(v)Fall in industrial production and exports.

(vi) Sharp rise in military expenditures.

Following reasons for emergency became controversial-

(a) The constitution simply mentioned internal disturbance as the reason for declaring emergency.

(b) Before 1975emergency was never proclaimed on this ground.

(c) People had the right to politically protest against government.

(d) Those who were arrested never tried for any anti-national activity.

(e) The Home ministry which is entrusted with the responsibility of monitoring the external situation of the country and didn’t express any concern about the law and order situation in the country.

(f) There was no need to suspend democratic functioning and use draconian measures like the emergency. (any three)
