Consider rainfall on X axis and number of years on Y axis with scale given below


Scale On X-axis 1 cm = 5cm rainfall and On Y-axis 1 cm = 2 years


Construct graph as shown below


You can add a kink mark on X axis as the frequency for 0 to 20 cm rainfall is 0 so to shrink the X axis you may add a kink mark



To construct frequency polygon mark a point before 20 i.e. 15 and after 50 i.e 52.5 where the frequency is 0


Now mark the midpoints of each bar at the top and join all these points to get the desired frequency polygon
