Morarji Desai joined the freedom struggle under Mahatma Gandhi and joined the civil disobedience movement against British rule in India. He spent many years in jail during the freedom struggle had sharp leadership skills.

Shah Commission was a commission of inquiry appointed by Government of India in 1977 to inquire into all the excesses committed in the Indian Emergency (1975 - 77). It was headed by Justice J.C. Shah, a former chief Justice of India.

Officially issued by President Fakhruddin Ali Ahmed under Article 352 of the Constitution because of the prevailing "internal disturbance", the Emergency was in effect from 26 June 1975 until its withdrawal on 21 March 1977.
