Q23 of 25 Page 1

Elaborate on the major land reforms introduced after independence.

The intense poverty and the low productivity of the agricultural sector demanded a major reform in the landholding system and land distribution. The following are some of the major land reforms introduced after independence.

Land Reforms
a. The Zamindari system was abolished. Due to this, the intermediaries were removed.

b.This Act was successful in abolishing the superiority of the Zamindars and weakened their economic and political influences.
c. But this could not completely eradicate the landlordism.

Tenancy abolition and regulation acts:

a. They attempted either to outlaw tenancy altogether or to regulate rents to give some security to the tenants.

b.In most of the states, these laws were not implemented effectively. In West Bengal and Kerala, a radical restructuring of agrarian structure gave land rights to tenants.

Land Ceiling Acts:

a. These laws were passed to impose an upper limit which is called ceiling on the land owned by a particular family or community.

B. Kind of land, the region where it is located and its productivity determines the limit of the ceiling.

c.Very productive land has a low ceiling while unproductive land has high ceiling limit.

d. The Act has empowered the state to take possession of any surplus land above the ceiling limit which any individuals hold.

e. These surplus lands are then redistributed to the landless and other reserved communities.
But, in most states, these Acts proved to be a waste.
