Why is democracy called a "government by discussion"?

Democracy could be established only when people have a greater say in the decision of the government.

So when many people have said in the decision making, the occurrence of mistakes reduces as everyone judges each other. This discussion might take time, but this discussion reduces the chances of an irresponsible decision.

In a democracy, discussion and consultation before making any decision are necessary. The decision involves many people from different fields.
