Connection between the circulation of labor and footloose labor: Jan Breman has termed migrant labor as the Footloose Labor but it does not imply freedom. Migrant workers come mainly from drought-prone and less productive areas to work in the areas of Punjab and Haryana. These workers are hired instead of the locally available workers because for the landowners and wealthy farmers they are easily exploited. They are not paid even the minimum wages.

This preference has led to the formation of a peculiar pattern in some areas where the local landless labour move out of their villages in search of work during the peak agricultural seasons while migrant workers are brought in from other areas to work on the fields.
