Carter understood that Freddie was a challenged child by observing that he was a little slow and a little dull for his age. Firstly, he doesn’t speak, only nods, when asked whether he lives there. Secondly, he behaves like a really young kid when he tries to do what Carter does with the Jack, and keeps repeating the word, “Make it go up and down”. Thirdly, Freddie takes out sharp objects from the toolkit unwarily and tries playing with them. He did not know anything about the tools or their function, and was behaving curiously but too childishly for his age. These were the examples that show Carter understood that Freddie was a challenged child.
