How did the Russian government deal with the two republics that had violent succession movements ?

The two republics of Chechnya and Dagestan witnessed violent secessionist movements. The Russian government dealt with the rebels in an extremely harsh manner. Along with this dealings, indiscriminate military bombing has caused the violations of human rights in the region. But the harsh response from the Russian government has failed to deter the rebels or their aspirations for independence.
